Why slip resistance testing is required at handover

The National Construction Code (NCC) requires that pedestrian surfaces in new buildings and renovations achieve minimum slip resistance classifications. Building certifiers in Queensland, NSW, Victoria and other states increasingly require NATA-accredited testing evidence before issuing a Certificate of Occupancy or Form 21.

Without testing, builders and developers face the risk of handover being held up, defect notices being issued, or post-occupancy liability if a person is injured on a non-compliant surface. NCC P-rating requirements at a glance

AS 4586 classifies surfaces into P-ratings based on their slip resistance. The NCC specifies minimum P-ratings for different locations and uses. Higher P-ratings indicate greater slip resistance.

Dry interior areas
Low-risk interior surfaces unlikely to become wet. Entry lobbies, offices, dry corridors.
P2
Interior areas
General interior use areas where occasional wetting may occur. Commercial and residential floors.
P3
Wet interior areas
Most wet interior areas — bathrooms, laundries, commercial kitchens, change rooms, pool surrounds (covered).
P4
External areas & ramps
External pedestrian areas, pool surrounds (external), external ramps — residential and commercial.
P5
External ramps
External ramps with a gradient above 1:14 in commercial settings. Highest NCC slip resistance requirement.

TEST METHODS USED
Wet Pendulum Test (AS 4586)
The standard test method for on-site and laboratory testing. Measures the slip resistance of a surface under wet conditions using a pendulum tester. Used for both new materials and existing surfaces.
Oil Wet Ramp Test (AS 4586)
The definitive test method for commercial kitchens and food preparation areas, where oil contamination is a risk. Tests subject barefoot or shod, rating surfaces from R9–R13.
Wet Barefoot Inclining Platform (AS 4586)
Used for wet barefoot areas including pool surrounds, showers and change rooms. Classifies surfaces from A–C.
