- Stair nosings — the leading edge of each stair tread must have a minimum 30% luminance contrast against the adjacent tread surface
- Tactile Ground Surface Indicators (TGSIs) — hazard and directional TGSIs must achieve minimum contrast levels against the surrounding path
- Handrails — must contrast against the surrounding wall or background
- Doors and door frames — contrast required to assist with identification in accessible pathways

How is Luminance Contrast Measured?
On-site luminance contrast testing uses a calibrated 1-degree photometer held at 1.6 metres height, measuring the luminous reflectance of adjacent surfaces. The contrast is calculated using the Bowman-Sapolinski formula:
LRV difference = 125 × (Y2 − Y1) / (Y1 + Y2 + 25)
Where Y1 and Y2 are the luminous reflectance values of the two surfaces. A result of 30% or greater is required for most elements under AS 1428.1.
Laboratory testing of samples can also be performed using D65 illuminant and photometric measurement — used for product classification before installation.
What Happens if Luminance Contrast is Insufficient?
If tested surfaces do not meet the required contrast threshold, the building element is non-compliant with AS 1428.1. For new construction, the certifier cannot sign off on accessible design compliance. For existing buildings, a failing result identifies an accessibility risk and potential liability.
Rectification options include replacing the contrasting element with a higher-contrast product, applying a contrasting treatment or coating, or replacing stair nosings or TGSI inserts with compliant alternatives. A retest confirms compliance after rectification.
